All is good now. However, between 5 and 6, apart from Google websites, nothing else was working. Then I checked Warid 3G/4G on my phone and it had the same problem. Don't know what was the issue.

The upstream issues on TW caused most clients to be shifted to PIE (PTCL) bandwidth, therefore causing PTCL to be overburdened with most of the network traffic and they couldn't cope. It went down for a short while and got back up pretty quickly.
Mobilink 4G died as well over here while the PTCL issue was going on.

I've been getting high ping on sea servers for the past few days, and today even dubai in dota 2 is giving me 300 ping, all WTFast SEA servers are giving me 200+ ping too now, ptcl done ****ed it up.

Same. Getting 350 on Dubai here. Asked another friend, he was facing the same. Can't even open HBL iBank website because "TCP connection times out". I just wanted to play some good games of dotes

Submarine cables are totally fucked. TW1, SMW3, and SMW4 all have issues right now. All 3 will take probably a month to get repaired.

Just because it has come into service doesn't mean it has started carrying internet traffic.

I am also from Rawalpindi. 8 Mbps on ADSL, but I need more upload speed so I am thinking of switching to VDSL. What installation/upgrade charges would I have to pay to get my connection to 16 Mbps on VDSL? Also, I have heard VDSL is more sensitive to attenuation jumps over longer distances. Have you experienced connection stability issues with VDSL?

There are usually no charges for changing to VDSL, and yes VDSL is very sensitive to line conditions and your distance from the DSLAM.

SNR Margin: 22.0 (down), 10.8 (up)
Attenuation: 15.0 (down), 10.4 (up)

With these stats, I believe I am reasonably close to the DSLAM. So, should I go for VDSL? if so, what is the process? Would they change the line from the DP box and give me a new modem?

These probably won't stay the same or affect your ability to get VDSL, you'll get a new line and your 'port' from the DSLAM will change as well.

You should go down to the exchange and say you want a high speed package and you need higher upload as well.

Yes, they would change the line and give you a new modem (D Link DSL-225).

I think it's Rs. 2000 to convert existing line to VDSL. And I think your number will change. So if you don't want that then just apply for a completely new line for Rs. 3,000. I experienced a lot of issues. Not line related but there were lots of issues at the exchange end. After a lot of back and forth for about a month, it's now working fine.
