Arduino is excellent for starters! Once you get some level of expertise in it, I would suggest you then progress to Raspberry Pi. Arduino would serve you well in the meantime.
Nice. You could take this project further and implement a display that shows you the RPM in real-time. It would require some intermediate circuitry but the end result would be fantastic.
Excellent job implementing the tachometer. I'm still not clear on one point though. How did you count the number of pulses? Does your mulitmeter (DMM) have a pulse count feature? :O

Read about you using PS3 controller on PC wirelessly. Does any Bluetooth receiver work fine? And will I require two receivers if I have two controllers?
And sure the 10400F is a good buy, performance is near identical. But the K model is OC'able for some extra juice. Not sure if that worth anything to anyone.
