Its to be read in 0.1db i.e. 127 will be 12.7dB. Thats your actual SNR Margin.
Given the fact that you are running ADSL2+ Modulation, its very good.
So why did you lodge a complaint, again? If it was working fine ... why did you feel the need?
From the picture you posted, look at the left side. Click "Advanced". There must be a setting there named "DSL". From there, you should tick G.DMT only, and uncheck all the others. Also, your upstream as shown in the picture you posted above, is less than what it should be for a 4Mbps, so thats another problem (but i believe it should be fixed with a modulation change). About the insufficient speed, are you getting that speed that 1Mbps speed continuously? Or just sometimes? Kindly check the speedtest with PTCL MultiMedia BroadBand Speed Test Server and post a screenshot.

You're SNR margins are absolutely horrendous, you have a lot of noise in your line. You should switch to G.DMT as well and post an image of the stats again.This thread is finally informative. I love the route that it has taken.

When I call them they actually tell me that your internet needs some adjusting at our end but everytime they do nothing. Here's is the screen shot. Okay your problem is rather complex. If you want to get your problem solved quicker, head to your local telephone exchange (preferably, the one close to your area). well I do have brains but the reason I didn't feel the need to post the statistics screenshot is that it is something completely different from the newer routers. This image above gives us a picture of your line and your DSL profile. As for exchange visit tomorrow, better bring back a lineman with youWell this is the initial impact of changing from ADSL2 to G.DMT. I will be going to the exchange tomorrow to get this sorted out.
I guess more then a year of no problem with the internet and having perfect connection was crossing the line. dude surprisingly I am doing the same thing. Actually I have done it already. I have ordered a new line and the PTCL guys have come to my place and installed the line. Although the line isn't working yet, they haven't connected it to the distribution box on the other end.i had almost exactly the same problem as you. very very similar speeds it drove me crazy.
