Can I recover money from a internet scammer?

Assalaamualaikum!!

I have made a deal with this old banned user adnan sarwar for withdrawing AP money:

I know him from PG, money & different social forums. He agreed to deal with me @ Rs. 86/$ market rate so I didn't waste time dealing with him. Since I trust on him, on his request I sent my $46.75 AP balance to his AP ID while chatting on yahoo & he asked me to send him email about bank details & screen shot of my AP a/c page but suddenly he got offline.

So I sms him to ask, he said "don't worry, net me kuch problem a gayi hai, paise mil jayengay", so next day when I asked about money he said that he is in Aetakaaf now, so it's not possible for him to pay me on time but he will ask his brother to pay me as soon as possible. I keep asking him daily in sms but now he stopped replying me on sms, he even doesn't attend my call. So now I can conclude 2 things whether he is a scammer or someone told him to not use mobile in Aetakaaf that's y he's not being able to check/reply my sms

So I decided to wait till the end of Eid, so he will have no excuse of Aetakaaf but if unforuntaley he doesn't pay me money even after Eid so how can I get money from him into bank a/c or if I try AP disupute, will I get my $s back in my AP a/c?

Banks monday ko open ho rahe hain, I think I should give him (scammer) time till tuesday then let c what Jshak can do..

If Ap balance was involved, file a dispute in alertpay and that money will be put on hold. Alertpay will then launch an investigation and they'll ask both sides for their story, if you are telling the truth they'll give you the entire amount back.

I'm just saying, i cant say who's at fault without hearing both sides of the story. Open a dispute and AP will ask you for proof, show them any proof that you can. Chat logs, screenshots, anything.

Unfortunately chat logs r lost. But I can show my transaction reference number, screenshot of transaction & a/c page but will this reason be accepted.. "I was just asking him Pak rupees in bank a/c against my AP balance"?

Excuse me sir but it's not a PG market place related issue, I'm just asking here for help & my issue is genuine.

@AP users, merchant has no website & I think it's required field (not optional) then can I still get further into the next step of AP transaction dispute? Look @ this screenshot:

WTF!, i submitted a ticket on their support forum and also contacted them on alertpay. After forcing me to troll here and there i finally gave up after a month that its hopeless

Mujhe bhi kuch ziyada ummeed nahi AP dispute se since it's not a ptc website issue, it's foreign exchange issue actually which is not AP's legal way of exchange.
