If you can, then by all means get the 4670, or if you want overclocking, 4670k. Priced at 24300 and 25300 respectively

4670 all the way, yes your rams will work with 4th gen and are sufficient, also sell your current mobo/pro cessor for 5-6k or even more ang get a better gpu aswell

Heard lots of bad stories about cooler master PSUs so it wont be a bad idea to get a 500W silverstone, antec etc

Yes, you should definitely consider another PSU. The Extreme Power Plus series is one of the worst PSU units ever built by Cooler Master. It is a very low quality PSU, which means it would age really fast, and even faster if it is under load most of the time everyday...
So, if you've been using it around a year, then I'd say replace it with a better PSU. You wouldn't want to risk your new components...?

I won't recommend this PSU to anyone unless somebody plans to use it for very low end needs.
Now it's up to you. :)

Who knows, your PSU is be the reason for your burnt motherboard...? :p

As for the motherboard and processor, you've already got some good recommendations.

should i sell my his 6790 and get 7790 ?
yes you should definitely as your current graphics card consumes 150w whereas 7790 will consume just 85w ,it will be a load off from your extreme psu too if decide to keep it.If you are confident that your psu wasn't responsible for your mobo burning than I say keep it with a 7790 and you will be fine.
