yes they are getting better and the problem was in installation,

try to remove the cooler, clean the processor surface as well as cooler surface, using Alcohol cleaner
apply thermal paste, install the cooler, then run the test again
if your room temp was 35C or above during OCCT test, then these temps. are expected

i dont know about room temp but temp inside case was 35C

^Your temperatures are perfectly perfect if you didnt have your AC running.
No need to really take out anything, as I think these temperatures are totally fine.
Alcohol cleaner you can get from a Medical Store... Just tell them to give you.. MEDI SWAB.

Linpack uses 100percent processor
till end the test like 30min or u havr set 60mins
which is a complete stress test to check the cooling
