You don't need to waste your money and in Pakistan I am pretty much sure that no one teach proper and upto the standard web design or development.

For the starters, checkout: http://www.w3schools.com/ (every newbie starts from here)

For tutorials related to design (photoshop, html etc) try: http://www.pixel2life.com/ (one of my favorite site) and lastly there are like 1000 ebooks available on web design..download them! if you are looking for a good web design articles and a forum (I learned a lot from this forum) visit: http://www.sitepoint.com/forums/

Ok there are a few things that you need to clear up before you start. And I would suggest you to learn them one by one so you can master them all. If you'd go with all at once you may end up with just a very narrow approach to create stuff.

Lynda.com tutorials are easily available on torrents..

Btw this is the order you should follow if you want to learn web designing..

First learn HTML 4.01 from here

Then study CSS2 from here..

This will set you up for the basics.. Try your hand at a project or two before proceeding..

After that study HTML5 and CSS3.. These are relatively newer languages and haven't gone mainstream yet but knowing them will be essential in a year's time.. Also you shouldn't learn these from w3schools.. Instead download an e-book on these two topics..

And to top it all off, you should have a working knowledge of jQuery..

After you are familiar with how to code websites you should also know how to visually design them.. The right process is that you should first design a mockup of the design in Photoshop (only basic knowledge of Photoshop is required i.e. gradients, different shape tools, transformation etc) and then code out the design you have created.. If you think you can design website via coding only, you won't be able to create very engaging interfaces.. For inspiration you can visit websites like smashingmagazine.com.. They feature galleries for different kinds of design inspiration..

very true, from experience, id say first learn html, then css, then php, then intermediate php, then javascrpt/jQuery/AJAX and on and on...
