ok i will call them again to convert it are there any hidden charges to convert it
suppose if i convert it and my line cant support it and i want to revert back to 4mb are they simply just going to deny it what are the options

As per my knowledge at time of connection installation at your premises
PTCL BB Engineer upgrade or install any services they allow you some time to test your connection before signing any agreement or legal documents.
if line stats and internet speed is ok and you are satisfide at that time.
He through you one of their call center and over the phone you tells them yes i am happy with services .
If you have done so then you are bound to terms & conditions they have right to refuse your requests.
Confirmation over the phone (yes i am happy with installation )actually consider as a legal document to process by doing so you are accepting their terms and conditions.
So now they have right to deny your downgrade request if line etc is good.
They can try to reslove issues you are facing with services at first side,
but if they failed to resolve issue or error then they will revert your connection back to previous settings.
