So from the description, I devised that it charges electricity and uses that electricity for proper functioning. And somehow it reduces load...?

It'll put on a load because it has to charge in the first place! Lol.

Crude question.. IS this device connected to the meter? or it connects before the current reaches the meter? That could explain a lot.

Its actually a capacitor, ideal for those who have old fans ets... Thing is it will provide reactive power and thus will safe some electricity bill.

This is what a power factor improvement panel does...though these PFI panels are'nt allowed by the utility companies...

Might be this one is fake, but a proper pfi panel would definitely safe 30% bill...
