is Quad Core a really better choice
No it's not, specially when you are looking to make some cut downs
. Besides, there is no gain in games due to extra cores.
thinking of saving some money to buy 9800GTX....So plz can you advice me to cut down on some things

In the system you selected you can make following cuts without loosing too much performance
Change processor to E7200 - Rs. 5,200 saved
Change casing to Coolermaster Elite 33x, but remember to get a 120mm fan for the front - Rs. 2,800 saved
Change power supply from Cooler Master Pro 650 to Corsair HX520 - Rs. 1,200 saved
Total Savings Rs. 9,200
I think this will be enough to get 9800GTX instead of 8800GT.

Corsair is currently the best brand in power supplies. Forget Coolermaster and choose from Corsair HX520W or TX650W. You can get them for 7,000 and 7,200 respectively from Galaxy. Both of them are more then capable of running your system with 9800GTX. HX520 is modular and has three +12v rails 40Amps combined while TX650 has a single +12v rail and has 52Amps on it.
