Doesn't matter who blocks, there are two things that need to be rectified:
1> Incorrect blockage i.e. gaming servers etc
2> Its already mentioned in the article

Consequently, the ISI-controlled private-vendor-installed system to detect and block illegal telephony is choking the country’s internet resulting in disruptions of various internet applications like virtual private networks (VPNs), Skype, voice chatting, video conferencing, etc.

I think the block on the IP's we reported were unblocked 2 days back (incl. my own server).

And yes they (PTA) have been banning specific IP's like I said earlier.

yeah ip got unbanned i had to mail to PTA directly as the ptcl cares guy gave the email id
but we moved our server to other location

I can open youtube on PTCL net. "https://www.youtube.com" used this address.
I have tried to open youtube. and its opened if you use the address "https://www.youtube.com". Remeber to put "s" after "http" in address and it opens up. lol.. while every body is complaining about random sites being blocked, i also like to add something to it.. in my connection i can open youtube and other porn sites which supposed to be blocked through ptcl.. i just simply add S after http in addres and vola!! site gets open.. using youtube on my net without any VPN aur anything like it
