Mystery Document..what could it be?

We have all seen redacted documents in movies or tv series right? Personally I find it cool to read those bits and pieces of text visible to find out more about the document.

Its a letter , Above is in germen and the lower is its english translation

its look like the language is german.
i translated the whole paragraph and its almost meaningless to me it says :

I have got no clue what you guys are talking about...I still think NSA is spying on PG and we have just decoded their encrypted message...we need to be careful guys..They are watching..
