Low FPS on GTX1080 at 1080p

I watched a lot of benchmark videos before buying my PC but the performance of my pc is not satisfactory.
My PC Specifications :
i5-4690k running at stock speed of 3.5
Gigabyte GTX1080 Windforce OC
Corsair Vengence 8GB DDR3
7200RPM HDD

The game I play is BF1. Everything on Ultra fps fluctuates from 50-75, an average of 66 frames on 1080p.
My GPU usage fluctuates from 40-70% staying at 55 most of the time. Whereas CPU is at 100% all the time.
I know there is a bottleneck but I see people running this game with same processor overclocked to 4.0 at 100+ fps.

Should I upgrade my CPU to i7-4790k or upgrade ram to 16GB.

Bro your graphics card vram is equivalent to your pc ram!!!! Upgrade your ram to 16gb. Your ram is bottlenecking your pc

I have a simple 8gb ddr3 1333mhz ram installed in another computer can I plug it into my computer to check ?
My main pc ram is 2400mhz but works at 1600mhz since my mobo only supports 1600(asus h87)

It's not the ram, It's the cpu. 100% cpu usage and low gpu usage means the cpu is bottlenecking the gpu
Use Google, took me a minute or two. My friend has an i5-2400 and he's running a 960 flawlessly although their release margin of GPU and CPU are quiet significant.

There is no need to use google if you have a gaming pc yourself. Low gpu usage is due to the bottleneck and the 100% cpu usage basically means that your cpu is maxing out. The increased cpu response time is not letting the gpu perform to it's maximum capacity.

Also, lower ram doesn't result in 100% cpu usage and 50% gpu usage :) the recommended cpu for the game is an i7 4th gen meaning the game is cpu intensive and the minimum cpu is a 6600k which is a skylake cpu.

I clearly doubt your definition of flawless when it comes to your friend running a 960 and i5 2400. 1080 is a very high end gpu, based on a very new architecture whereas, the cpu is 4 years old. 960 is a low tier gpu. Pair it up with a 4690k and you'll see the bottleneck. I'm running ac origins right now with 1060 and i5 6400 on 8 gigs ram. That game is super cpu intensive and people with 16gigs of ram and i7 are having trouble running it. Some games are just cpu bound and having a newer gen cpu or an i7 helps significantly

Also, the article says the "gaming is gpu intensive" which is false. Games now a days rely heavily upon cpus especially ubisoft games. Although an i5 is more than capable, some games just require those extra cores to run to the fullest especially on 1080p. Lower the resolution, higher is the chance for bottleneck

should overclocking the CPU help?
Try one thing. Enable drs (dynamic resolution scaling) and turn your resolution up. try 1440p and see if the cpu usage goes down. Higher resolution usually lowers the bottleneck as the game now demands more from the gpu rather than the cpu. Try that and see if it fixes the 100% cpu usage or the lower gpu usage issue

I think you should upgrade your platform because spending on ddr3 now is not a good decision since it is dead. And always remember that if you are like me who upgrades less frequently then always buy an unlocked CPU AND a Z chipset so that you can always overclock, that way you can extract the juice from it for at least 2 more years.

You are wrong. ddr3 2133 is still running in gaming all over the world. My foreign friends (from Dutchland and Europe) love it and don't like to upgrade to next...

Have they bought it now? If you already have it then of course there is no need to upgrade but buying now is a terrible decision, why? Because:
Prices of rams are sky high ATM.
If you buy an expensive ram now, sometimes in near future you might run out of CPU horsepower, then you might upgrade to a compatible 4th gen CPU whichever.
You don't have a Z series board and still would not be able to OC it.
Then you might want to upgrade the whole platform including the rams you already upgraded.

How am I wrong?

The best advice to OP will be, if you do not want to spend a fortune and also want future proofing then get a z170 motherboard (there are some amazing deals) and buy a decent ram and cpu with it.
If you do not have a budget constraint at all then buy 8th gen Intel, it will last you at least good 4 years.
If you do not have a budget now at all, then save it and after that go for the first option I stated meanwhile turn the MSAA to off in game.

NOTE: I have an intel i5 6600k, r9 390 and 8gb DDR4, and with everything MAX at 1080p I get exactly the same fps in BF1 64 player Multiplayer that you stated, reason being a less powerful GPU. 8GB is a non issue in my case.

Thank you for all the help guys.
If I max the resolution scale to 200% at 1080p my avg fps 55-70.
GPU usage is 98%-100%
And cpu at 100% as well.

Bottlenecker.com shows that there will be a 16% bottleneck with 4690k and gtx1080, hence the CPU is too weak!
Whereas there is only 6% bottleneck with 4790k.
I tried wildlands as well same issue cpu is at 100% and gpu usage fluctuates from 45%-70% and 45-68 fps on very high settings (40-55 on ultra)
