I think package should be according to the buyer intrest or atleast introduce two to three packages. Like of 5000 per month with less extra charges or something like that so that people can afford according to their income.

About the interest, i think 16% is very justified, seeing the rate at which the value of money is decreasing in pakistan. And as the Inflation rate is around 13-15%, so 16% is very good.
