[Help] will it run?

Asalam u alaikum
My 16 year old cousin wants to play GTA IV or GTA san andreas on his laptop.
Now i know about GTA Iv needs a dedicated graphics chip and not sure about san andreas running over WINDOWS 8.1
Can any one please, explain it to the most that if the mentioned games are runable on the PC screen shots attached below.

gta iv aint possible ,san andreas can work, havent tried san andreas on win 8.1 though, the newer repacked versions may work on 8.1

Repacked version of the game isn't available on torrents. Last GTA San Andreas torrent was uploaded 8 months ago. That too for 7 where as Windows 8 being a massive question on the comment box.

His hardware specs are plenty for GTA SA, but not for GTA IV. I am not sure why exactly would Windows 8.1 prove to be a hindrance for this game. Try it, I think it should work.
