Tell me the best build i can get in 25K, I already have RX 480 GB.

25k is a really low budget. One cant even get a new console in that much. Get it up to 30-35k or get used parts.

You have the option of getting a Dell HP 500-291 barebone tower (with motherboard, Core i5 4th Generation processor i5-4430, dvdrw and dell psu)
which will cost 17000 rs.

Just add in a ddr 3 8gb ram which will easily fall in your budget of 25k. Hard drive and gpu you already have.

Also make sure that the psu included in the box is 500 watt so it will be able to support your rx 480.

If its Dell XPS then no, RX 480 has major issues with XPS series because of old bios.

Its definitely not dell xps, as far as I remember its one of the models below (do please check if the motherboard will accept your card or not):

6th Generation Processors ( i7 6700 _ i5 6400_ i3 6100 ) Brand NEW Chips
GIGABYTE GA-H110M-DS2 DDR4 Rs. 6500 new
Corsair Value Select Memory DDR 4 2133 Rs. 6200 new
Corsair VS550 Rs. 5400 new
Hdd and gpu you already have
Any casing with the money left over
