Best phone in 10-15k

Hey.
Not much of a mobile person but what's the best I can get in 10-15k? Can be any brand. Can be a smartphone or ye ol' keypad one? I once had a good grasp of latest mobile prices but those days are behind me now. :/

I can say this under oath that i don't get commission from LG nor do i have a korean phones shop anywhere but in this budget LG Optimus LTE (su640 or lu6200) is the best bang for the buck

noir A8 vs LG su 640 (korean)
which should i go for?
A8 costs 14k but has very large screen 4.3inch

Noir a8 is the phone of noir series with highest rate of failure .faults complaints

Used. These are imported from Korea and mostly, if not always, you'll get just set and charger (which i doubt being original anyway).

Generally no warranty or shopkeepers personal 2,3 days checking warranty maximum.

SU640 had 4.5 inch HD(720x1280) IPS display.

It does not have the best battery in the world but that is to be expected of any set with such big and high resolution screen.
