Yes the game does look fantastic but I can confirm that the performance is cyberpunk 2077 launch level bad....I am getting 35-40fps max(Nvidia overlay) and frame pacing is bit off it just appears stuttery

On Ultra+ settings with Hairworks the game can run at 100fps with DLSS.
All RT effects engaged are very demanding on the CPU but the upgrade is so transformative I wouldn't go back to the a "no RT" mode. VRR for now works well enough and I'll continue to play with RTX engaged. It passes off as a current gen game easily.

Have you tried it yourself? Because I am using Alienware i7 12700k, 3080ti 16GB @1080p 360 Hz but getting no where near those frames and this is with DLSS set to quality. I am on steam if that matters

Yes. Check the timestamp here. (00:45). 1080p, no RT, Ultra+, HairWorks maxed out, DLSS Quality the game is running around 120fps in Novigrad. Often reaching upto 160fps. Woth RT maxed, 50-60fps which is smooth with VRR. You're probably a little CPU limited but it should be performing very well for you too.

yeah just checked your gameplay and it replicates my experience almost the same way......the game does not run smooth even though the frames are high the pacing is off that's my main concern.
Performance mode averages 1680p on both PS5|SX, FSR2.1 and can reach native 4K dynamically
RT mode can reach max 1620p, averages around 1440p
Performance mode retains all the other improvements and is equivalent to Ultra settings
Shader compilation stutters in the PC version lmaoooo. Only Shary's PC is safe

Performance looks stable on both consoles, but favors PS5 more in stressful areas than it does the Series X. Load times are faster on PS5, but the difference isn't earth shattering. Unfortunately, the autosave stutters from Cyberpunk 2077 are seen here as well.
