My bro updated his htc 8x to 8.1 developer preview and camera didnt work it got stuck on loading and would quit the camera app after a while. Lastnight his battery fully drained his mobile switched off and after switching on after putting it on the camera works though the front camera option is jot selectable anymore.

928 is T Mobile Locked if I remember correctly and it would depend whether T-Mobile enable update for it or not.

Sorry I confused. LOL!! Even if its unlocked, it does not mean that you will get updates since updates roll out still depends on carrier testing in case of Android and Windows Phone, although Apple does not need testing from carrier since they do that their own.
So IMO it would be risky move, unlocked from all carrier craps and being only International variant would be possible to get updates quicker. If you have access to it, read its RM-9xxx etc like code, from Extra+Infos app, it would mention which region updates it follows, like mine L520 has RM-914ma (Middle East)..

Official is the only way. Downgrade from your WP 8.1 Developer Preview and then you can get Lumia Cyan. If you have Lumia Black then your Windows Phone 8.1 update is just Developer Preview not official update.

need to buy a windows phone for my sister. Budget is between 20-25k.
No one in the family has owned a windows phone before. We all are android users. She has been using Galaxy s4 and galaxy core.
Good battery life, lag free, reasonable camera and comfortable easy use is what we are looking at.

Any suggestions and help will be appreciated.

Lumia phones have better cameras,nice displays , long battery life and comparatively better memory management,
If you can increase ur budget little bit 2-3k you can find Lumia 1020 the best camera phone made, other options are lumia icon, lumia 928

At last finally, L625 got Lumia Cyan + WP 8.1 Update in Pakistan. Now all Lumia WP 8.0 devices got Cyan firmware and WP 8.1.

    I have a PS5 but I am not satisfied with the experience. I am currently saving for a 4080 64 GB rig soon. Bit will wait for Pro if performance improves. This gen has been so bad I don't plan on buying consoles anymore for AAA gaming.

    Just downloaded my first legit digital PC game on GoG at a discount of $8: Two Point Hospital. The same team behind Theme Hospital Two Point Studios now part of Sega. And I am having more fun than most recent AAA games except of course BG3.
