No its not faulty , Its copy psu , and copy psu is noisy the fan speed is high .. Original psu is silent
As V3XED said, those are Chinese psus. They work well, but the centrifugal fan inside them runs at a really high speed, which makes them noisy.
I've got one too. Put it at the back of my TV cabinet, and the noise is much more tolerable for me.

Yes, that's correct. An advantage of original psu is that you can keep your xbo on active standby. Same is not possible with copy psu. It's noisy, gets really hot and might harm the machine in future. A voltage converter is a better solution, at least you get to use the original psu.
Active standby is a godsend. In less than 15 seconds the console boots up fully to the dashboard. And if your game was paused at a point (not quit), you'll be able to start it off from exactly the same point in which you left it in.
PS: In active standby the console uses 15W of power. So having an original PSU will be beneficial in the long run.
