Go for an i7, 7700k... even if you are not planning to over-clock. It's a very nice processor. Mobo doesn't matter much. As is with RAM, 8Gb is more than enough. 7th Gen components have dropped price compared to 8th Gen...
Also, Corsair PSU are good enough to buy, VX 650 is very nice. I have had it for 4 years, with no problems. Then it went poof on my upgraded GPU. It was ok until GTX 970...
GPU... Hmmmm... I am a Gigabyte guy, so i would say GTX 1070... Because i have a G1 1080. Don't know much about Rx 580. Avoid Mining cards at all costs. Also, you have to think about casing, cause the GPUs are beasts, they need space, and some airflow too.

Got casing and RAM in almost new condition by chance.
I don't plan to Over-Clock my CPU, RAM, Or GPU....... YET!
But i like to keep ample Horse Power in my pocket for Future
