After being with Mobilink/Linkdotnet (fiber, 2mbit CIR) for a year, I decided to try Wateen. Got in touch with them yesterday, they deployed the fiber today. I expect the splicing to happen tomorrow, and then they'll turn it on on-demand.
My mobilink contract expires end of April, so I'll wait until then (I guess). For anyone interested, my costs follow:
Setup is approximately 22-24k
Recurring is 16,261 for 20mbit + 1,400 for a /30 IP.
Downlink is guaranteed 20mbit, uplink is shared between 4; my to-be account manager on Wateen indicated I can expect 5-6mbit of upload at all times irrespective of on/off-peak. That's fair enough for me.
For comparison, over the last year, I've had Mobilink's corporate CIR fiber @ 2mbit down/up for PKR 20,178 per month. Setup cost me around 50k. So it's a no brainer I decided to jump ship.
Wateen's carrier is TES. They run PIE as backup. Mobilink's carrier is TES too. I also run an 8mbit PTCL DSL as backup. I'll perform ping tests once Wateen is online, for anyone interested.
