Updating HTC ONE to 4.3 AT&T

hey guys so can u please help me out again.... i got the HTC ONE and its on 4.1.2 i knew tht but i also read evrywhere that it will be upgradable to 4.3 and i belive the update came out in end of Oct n well its end of Nov an when ever i check to update my phone it says no update.
i wanted to know is that maybe because its AT&T and im using it in Pakistan
but that shudnt be the case i updated my O2 Galaxy S2 to 4.1 from 2.3 using Kies so why wont this update ????

is this what im looking for ....the manual upgrade part
and also it says download htc one at&t rom update where would i get that ??

    why you are paying american rates in Pakistan. Search cheaper region like Turkey. 13k for 13 months. Ms does not care

    Just finished Diablo 4 season in hurry to play Fallout 4 but gamepass released another banger in the form of Star Wars on April 25th. Gamepass is a steal man.
