It is band independent.
CharJi and Nitro are different services though technically.

PTCL has shut down its 4G services. And PTCL is using CDMA services on 1900 MHz for 3G so it is different than conventional WCDMA 3G

1900 MHz and 3500 MHz are for WLL services which included Vfone and Internet through Vfone. Those Licenses were not even Tech Nuetral I suppose, So running 3G and 4G on it is illegal.
One more thing to use word 3G or 4G one must have to get license accordingly. If one has Tech Neutral license and capable to run a service that comes under a specific defined technology like 3G or 4G, It can only use technology terms like HSPA+ or LTE not 3G and 4G. For example Zong and Telenor have 4G license and using Zong 4G and Telenor 4G as name. While Warid never used word 4G with its name and always advertise itself Warid LTE (although its same)
PTCL was using 4G LTE word on its devices and in advertising, and Petition against it by Zong is in Supreme Court.

Mobilink has new 3g device but a waste no 4g and it's gadget - it built not a known brand plus it has builtin sim. It has external sim slot but don't know if it works or not

I think this is the case with some areas. In areas like Islamabad (and Blue Area where iNCEPTiON sits), Mobilink has their most top notch network equipment, never have I heard any issues for Mobilink users in Islamabad.
Then in some areas, it's very poor and sometimes regardless of showing the H+ Icon, it will lag like crap and be slower than 2G.

Yes you are right I always get 10+ in my uni.
Remember when mobilink had bundle share offer?? Me and my class fellows use that package and finish whole data in 3 days and speed never slowed there.

Telenor has introduced 4G MBB devices and packages. And after seeing package details I have come to the conclusion that Telenor doesn't want to be the part of race between Zong and Mobilink and will be happy to sit on 3rd spot in future.
I mean 20 GB in 1500?? Are you serious telenor guys?? Even Mobilink is providing 30 GB in 1500 and Zong 36 GB in same price with 50% extra data offer.

Wherever and Whichever device you buy of Zong 4G, Sim will be included in device. You have to purchase a bundle along with device upfront, than seller will activate sim and package with BM verification machine. And all devices will be network locked from wherever you purchase. But you can easily get them unlock from any computer market in just 300 Rs. I will suggest you to buy from computet market than Zong CSS because in open market you will get 500 discount on device due to competition, while CSS will sale you on invoice price.
