I've had this issue with me, and I know why (I had escalated it to their tech department, and they tried to improve it a bit though back then).I am facing a weired issue against my primary Zong number in my area from past few days. On 2G/3G/4G auto mode on my phone, whenever some one try to call me (from any network), He listens "User cannot be reached at the moment" and when I turn my mobile's network mode to 2G/3G auto, incoming starts working smoothly.
This means Incoming calls are working on 3G and 2G but not on 4G. Since VoLTE is not available on Zong, 4G network should have been auto downgrad to 3G for a call whenever incoming call arrives (Which is a normal process for all 4G network in Pakistan).
Initially I thought 4G network is not downgrading to 3G, and due to non availability of VoLTE number is going unreachable to callers. But after checking in detail I understand that whenever some one calls me my 4G does drop to 3G and remains on 3G untill caller drop the call after listening user is unreachable, and as soon as caller drop the call, cell phone switch to 4G from 3G again, but call does not connect.
I tried same at different location (opposite Zong office Madina town) and incoming was working perfectly while remaining on 2G/3G/4G auto mode. And 4G was downgrading to 3G for successful incoming.
Now at the moment I am on 2G/3G auto mode instead off 2G/3G/4G auto.
Tried to lodge a complaint through help line and a female officer didn't understand this technical issue at all, I had to ask her to arrange a call to her supervisor, Received call from a supervisor after one hour (Luckily She was also a lady) and fortunately She underatand my issue after long list of inquiries and registered my complaint. Now Technical department will resolve my problem within 48 hours I think. Wish me a luck

As you said, 4G should fall back to 3G when a call comes, but if it can't (weak signal), the call will drop, and the calling party will hear the unreachable prompt. There's no way to fox it unless coverage improves, or your phone is placed elsewhere in the house.
4G won't fall back to 2G on Zong. It is set to fall back to 3G, and when it's unable to in a timely fashion, calls will drop.
That's what I've said all along - their 4G is crap in Bahria (and other affected areas) but their 3G is fine. I've told them, they don't listen to the complaints. They probably have to add a tower someplace so that distortions could be reduced. But then, it's Zong, so that's that.Noticed something weird today, with Zong.
After making a call, my phone usually takes a while to switch back to LTE, so I decided to stay on Zong 3G, and holy crap, it's quick. I'd seen speedtests before and used my friends phone on Zong 3G, but it's excellent for me. Didn't do a speedtest, but I was downloading files on my laptop and it was going around 1.2 - 1.7 MB/s, whereas their 4G wouldn't cross 400 kB/s for some reason.
Somethings up with their spectrum refarming, it's just not that great in Bahria. Their 3G is way better.
