Which version of CS are you using? Don't use custom made, try this: Google, download and install these cs16full-v7.exe followed by cs16patch_full_v23b.exe​, should be fixed.

You are using a heavily modified form of Counter Strike.

Download a clean version of counter strike 1.6 (search this in ThePirateBay, click on SE, download the torrent with the most seeders, its 308.05 MB in size).

Then uninstall the CS you already have (copy paste the maps in some other directory cuz downloading them again is a pain in the ass).

Install the new CS.

Try sXe with this new CS.

The reason that new clean cs installation is required is that vgui2.dll in the Valve folder is incorrect version AKA modified version.

Intercepting error is usually fixed by relaunching the game.
That said, your error log shows something other than just the intercepting error. Like Shary has stated, your cs sprites and gui files are heavily modded. Download a clean version and it'll be good to go. As far as the intercepting error is concerned, just re run sxe and cs, and it'll hopefully work.
