Suggestion needed for Low Power Consumption Setup

Hello everyone,

I want a setup for lower power consumption that will run headless 24/7 at home which will run primarily Linux OS to host services under Docker and few non docker ones as well.

Services that be running:
1. Pihole
2. rTorrent + ruTorrent
3. Nextcloud + MariaDB
4. Plex Media Server
5. SAMBA/CIFS *
6. Let'sEncrypt Reverse Proxy
7. Minecraft Server (only when required, for few players) *
8. Aria2
9. OpenVPN
and more...
* = Non-docker services

The setup I have in mind right now is a Raspberry Pi 4B 2/4GB Model, Powered USB Hub 3.0 and External Drives.

Now I'm wondering if I can get something better than the above setup in max budget of Rs. 10K excluding the hub & drives.

Setup Req:
- A decent processor performance
- min 2GB RAM, recommended 4GB
- USB 3.0/3.1 Ports + USB 2.0
- min 2x SATA III 6Gbps Ports
- Most Important: Small Form Factor + Silent (no noise)
- Other required things

Even in used, but good condition hardware will do too.And now it's time for your suggestions. Thanks in advance.

Have you checked on olx? There is someone selling Beelink bt3 & Bt 7 mini pc for 9.5k to 11k with 2gb ram configuration. Much better than rp 4. There is builtin emmc & if I'm correct it supports m2 ssds as well. Power consumption is around 24w, so almost identical to rp 4. Check reviews to make up your mind. A brand new rpi 4 with 2 gb ram is gonna cost you like 8000 rs + mmc storage anyways. Thermals on it are bad & I'm not sure if it can handle your workload without thermal throttling.

If you want raw CPU muscle then look for used Dell 990 DT with 2 x 2GB DDR3 RAM and no CPU. I'm sure you'll be able to find one for around 4.5-5k.

As for CPU, just order an i3-2100 (2c/4t) from AliExpress for just a little over 1,800, including VISA/MasterCard fee and shipping. Locally, i3s go for around 3-3.5k and are not recommended.

If you want a bit more CPU muscle then consider the Xeon E3-1220 which is basically an i5-2400 and goes for just 2,300 on AliExpress, and will cost you a bit under 2,500 after shipping charges, taxes and everything. 990s seem to 'unofficially' support Xeons, according to a listing on Walmart I just saw. Although you'll have to add a discrete low-profile GPU as the 1220 doesn't have an IGP. But that's no headache as you can easily find a passive-cooled GT210 or an old Quadro etc. for like 600 rupees.
