Ah so this is why we are not seeing many titles not changing the prices, I get that it is up to the developers/publishers to change the price but won't Steam be enforcing them before the sale?
That will be a dickmove to actually force change the price for someone elses game.
Look at it this way,
Steam is not the owner of these games, nor do they have any rights to them.
So, doing that will make them look like douchebags, and it'll be illegal to do so.
Thats why you need the consent of the developers and leave it all at their discretion.
Steam only encourage them to do this after making a region so that the developers could do "good" to these players in the region.
Selling your product at a discounted rate is better than not selling it at the full price.
