I was going mad with WS-37397-9 error message and not being able to play Destiny. Until NOW!
My PSN has been working fine now since I made the following changes. Thought I'd share them in case they work for you. My device is a Zong 4G MiFi in Karachi Defence VI (Hilal).
Here are the steps to recreate what I did:

Step 1: Update your Zong device settings FIRST:
On Zong Router: (Access by connecting your device to a laptop via USB, open your Internet Browser and visit 192.168.8.1; Default Username: admin; Default Password: admin)
I'll separate out my settings in each tab below:
Quick Setup: No change
Dial Up:
1) Mobile Connection: Data Roaming = Disabled; Auto Disconnect Interval = 10
2) Profile Management: default
3) Network Settings: Network Preferred Mode = Auto; Network Search Mode = Auto
Wi-Fi Extender:
1) Wi-Fi Extender: Off
2) Priority: Empty
WLAN:
1) WLAN Basic Settings: Default
2) WLAN Advanced Settings:
Country/Region Adaptation = Enabled
Country/Region = PAKISTAN
Working band = 2.4ghz
Channel = Auto
AP isolation = Off
WLAN Auto Off = Enable
Auto Disconnect = 10
Wi-Fi bandwidth = 20M (default)
3) WLAN MAC Filter: Disable
4) DHCP:
IP Address: 192.168._._ (whatever yours is configured to)
DHCP Server: Enable
DHCP IP Range: 100 to 200
DHCP Lease Time = 86400
Security:
1) PIN Management: Default
2) Firewall Switch:
Enable Firewall - YES (check)
Enable IP Address Filtering - NO (uncheck)
Disable WAN port ping - YES (check
3) LAN IP Filter: Empty
4) Virtual Server: Empty
5) Special Applications: Empty
6) DMZ Settings: Enable; Set to 192.168.X.Y01, where X and Y are from your default IP
Example: Default IP = 192.168.1.1; Set DMZ IP Address to 192.168.1.101
7) SIP ALG Settings: Enable; Port = 5060
8) UPnP Settings: Enable
9) NAT Settings: Cone

Step 2: Update PS4 Internet Settings:
On PS4:
Settings -> Network -> Set Up Internet Connection -> Use Wi-Fi -> Custom
Select your Wifi Network & enter password.
IP Address: Automatic
DHCP Host Name: Do Not Specify
DNS Settings: Manual - Primary = 8.8.8.8; Secondary = 8.8.4.4
MTU Settings: 1473
Proxy Server: Do Not Use

Step 3: Reboot router.
Step 4: Rebuild PS4 Database. To do that:

If it still doesn't work, try Rebuilding your Database AGAIN without updating your PS4 Internet settings or router. As the database is rebuilding, reset your Zong device again. Both times my PSN has worked I've seen a "System Error" message on the screen after the PS4 runs once the database has been rebuilt but PSN works like a charm!
Also, this does NOT change your NAT type from 3 to 2. Your NAT will still be type 3. Matchmaking won't work. HOWEVER, I have had no trouble with audio problems or gameplay with a Party or Fireteam, so get on those message boards and let's find more Pakistani players to play with!

- Turn off your PS4
- Press and HOLD the Power Button on the PS4 (after it's turned off completely and the top light is off) for 7-8 seconds. You will hear 2 beeps: The first when you touch the Power button. The second after holding the power button down for 7-8 seconds. Let go after the SECOND beep.
- Connect your Controller to your PS4 via a USB. Push the PS Button on your Controller.
- Scroll down to "Rebuild Database" and click OK
- Wait for PS4 to restart (takes mine about 10 mins but can take up to 2 hours depending on how many games you have).
- Log in to your PS4
