When that happens you usually can't sync gmail etc. Neither can you access Playstore.
Try clearing data and cache of Google Play Services and Play Store.

this is issue with pTcl's DNS. change the dns in your router or modem to 8.8.8.8 and reboot router. issue will go away. i had this for many months now i never use ptcl dns and never face this problem. you can also use any other dns like opendns or comodo etc
