Samsung Galaxy S3 No Service problem

ok so i bought a galaxy s 3 a while ago for my dad and he works on a ship so he took it there and said that the sim wasnt working
i figuired it might be because maybe it was a locked set .but now hes back and i checked its unlocked
its Gt-I9300 which means international version
i rooted it and using the Galaxsim unlock app on playstore was going to unlock it when it said that ur fone is unlocked already
so now idk what to do
when i put in a sim card it says this
i go to mobile network in settings
and register on search and select PK-UFONE it says it has registered it but still says service unavaiable and when i check balanve it says not registered
pls pls pls help me

I think it might be because of new law of pta of registering new phones on networks. ill suggest you to take your phone to ufone service center.

its imei is blocked i think
check it from cplc website by entering imei of ur s3

the pta new law is that
if u buy a new mobile
u have to pay 250rs through mobile balance
in order to register ur mobile's imei
