ptcl high and unstable ping

for some months i have been getting shitty ping in european servers.
MY PING BEFORE THAT WAS 170 TO 190 but now its shitty af.
ptcl guy two days ago said that they are changing some wires or things like that at their end thats y i have high ping .
this really is the matter or are they just bluffing ,like always.
+is their some other good isp that i can switch to,incase this goes on?
