Hi I am new to this forum so don't know much about it But just wanna ask something that I have 1mb PTCL connection here in Karachi and sometimes it cruises up to 4mb speed. How is that possible?

Doesn't work like that, it is PTCL's record that is messed up. They don't change the line profiles, now why they don't do it? Wrong record/Load/Overlooked by the TAC guys.
Coming to OP's question, it is highly likely that your lineprofile is set to 4mbps and when lets say their 'firewall' goes down that limits speeds to a subscribers username than you start getting 4mbps speeds. As soon as it goes back up and you restart your modem or your internet disconnects you'll be back to your original subscribed speed.

i live in lahore and i'm also getting 1mb on my 4mb fiber optic connection, arround 2:30am to 7-8am the speed goes back to 4mb. i come home from work around at 4-5:00 pm and at that time i am getting 2mb. I don't know what is happening at ptcl. i'll call the helpline tomorrow.

I have heard that it is now unplayable in countries which do not support handful of third world countries not recognized by Sony like Pakistan. Steam is a true global platform.Then they cry that console gaming is dying. -
