Ping before and after up-gradation process

I am on 1Mbps and about 3 month back my internet ping was consistent on 42 ms while video call on yahoo messenger was excellent.But now on 1Mbps my internet ping remains between 176 to 220 ms and some times even higher than this and video call is also below average.Will the ping come back to 42ms after some months (After up-gradation process)???
Last year during up-gradation process any body faced this problem or not???

My ping was around 500ms when the my connection was upgraded, it later went down to around 80ms a week later.

I had a ping of about 52 to the Islamabad server on speedtest before upgrading. After, it went up to 150 and has been that ever since.

My ping on most CS servers was above 50ms, but now its around 8-15...
