No they said it was only on PC atm, i remember because i did a report on it and a presentation in my university as well so did quite a lot of research. It was a PC exclusive back then afaik. It was an interview with the Devs, before the flood and everything.
A couple of sites had assumed platforms on their own. None of the developers ever personally confirmed a platform prior to E3. It has been in development on the PS4 since the very beginning. Their last game, Joe Danger, was also a timed PS3 exclusive for a year or so.
Unfortunately, there was no mention of which platforms No Man's Sky will launch on nor was there any timeframe for release.

It will be on PC. Sony pulling these kinds of limited exclusivity stunts with Destiny as well.
Hello Games' last game, Joe Danger, went to PC 3 years after it was released on the PS3. They'll probably do a PC version of No Man's Sky later on, but it'll take time. They're a small studio. I wouldn't hold my breath for it.
And since this is going to be a persistent online universe, Sony will probably be hosting the game on its own servers. In the case of the PC version, Hello Games (an indie studio) will have to incur server costs on their own. Developing the PS4 version first with the backing of Sony helps them in the long run. They could've easily struck a similar deal with MS instead, but probably chose Sony due to their past relations (Pub Fund and all).
