You can do it yourself it's quite easy...
search for 3ds hack in this 3ds section, you'll come on a thread with 3-4 pages on how to hack your 3ds

well you should had been careful while applying custom firmware on your 3ds. its always a risk doing so.
you can try finding a solution on the web if its bricked or if cannot than go to any gameshop and they have repair man who can fix this if possible
have no idea if quetta has game shops etc but you would have to send your 3ds to lahore or karachi to get it fixed if one can do that.
