You should be able to use a regular debit card for this purpose. I have successfully used my Meezan Bank Debit card online in Ali express and another Australian govt. site.
Visa fees for currency conversion are also charged mind you.

Amazon per tax daina parega, aur newegg per tax nahi hota, amazon ki payment international kersaktay hai but newegg per sirf US bank account se payment hogi
