It depends upon the type of game you want to run. R9 390 is a bit dated, so it will only run games like rocket league on 60FPS at 4k (also dependent upon rest of the system specs).
Further more, the card has an HDMI 1.4a connector on the back, which doesnt support 4k 60FPS. Maybe an adapter (if you can find one) & driver updates to latest ones would help, though as JANARIOO said your TV need to have HDMI 2.0 for that as well.
