I think this question would be better answered by some from a gun store or you could ask the guys at pakguns forum
dear the legal way is to go to gun shop choose revolver which one you want pay for it then show your nic card and pay for license fee which is above 10k
after 30 days goto guns shop and collect license with your guns...thats it
Bro Gun Store Wala Aapko License per issue kerwa ker dega Gun then aap Gun carry kar sakty hain, If you are in interior some where then Aap khud visit ker sakte hain DC office with your Old license, Or applying by new one. Jab aap apply karte hain license ke liye to Govt office waly aapki gun wahan jamah karenge then aapko license ke sath wapas denge that's it. Dont get confuse.
you need to get license first, without a lic no gunshop will entertain you ... go to your local home department get the form fill it up, pay challan, go back inside pay some dude for your number wait in line, data entry operator will enter your credentials and that's about it ... you need to do some khuwari like police verification etc etc etc ... its been couple of years i got mine so i dont remember exactly what and than again i really didn't had to do much apart from going for picture ... rest was taken care of do visit pakguns.com for upto date info
