How much to charge for Web Design?

Hi people, I am looking for professional or freelance web designers/developers to answer few questions that I have regarding the field.

My questions are:

1. If I get a client who wants a blog and has a low budget, is it fine that I use WordPress blog templates and still call it my product or my service because I technically didn't do anything except installing a cool template and few very important plugins and set up the blog?
2. Am I a web designer/developer if I use WordPress templates on clients' blog and edit them according to their requirements, because I am not very good at PHP and I cannot yet develop WP templates or plugins myself. Also because a local client usually has very low budget. So can I still call myself a web designer/developer?
3. When I use a WP template on a client's blog, do I have to tell them that its a free template?
4. How much should I charge for this service? (Setting up a blog on WordPress with a WP template)

4) uploading,editing templates etc is not a tough job.. i dont have any idea of how much you should charge..
