Assalam o Alaikum all, just wanted to share some information regarding the import and customs clearance process of phones imported to Pakistan. In the past, I have imported many phones and got them all cleared within a few days. The process is quite simple and in the last few months, they have improved the service by a good bit as well.
1- First step revolves around the purchase of the smartphone, I personally have used gearbest, Banggood and Aliexpress for all of my purchases. In the case of Aliexpress, you are buying from sellers on the website, and not the website itself, in case of other two you are directly getting the device from the site, thus the prices may be a bit high on them. You can use Prepaid debit cards such as UBL Wiz and others and also debit cards from Standard Chartered, UBL etc after online session activation for the purchase of the device. They also offer payment via western union I think, I haven't tried it though.
2- For shipment, I have mostly used EMS as their delivery service is good and rates are quite reasonable, I tried DHL as well, but ended up paying a good bit more than expected for the product. EMS usually charges 800-1300pkr and delivers in 7-14 days.
3- Once your device arrives at the post office, you will be notified via a post from PTA stating that your phone has arrived and you will require an NOC to get it cleared. This letter will contain the details of your phone including the name/brand, type of product and the IMEI.
4- Now comes the NOC part, this step is quite simple, first of all, scan your CNIC and the paper that you got in the post from PTA, I usually scan via Camscanner. Then open this link and register your account :

Here you just need to fill a basic information form that will ask for the IMEI of the phone, your number, address and scans of your CNIC. In most cases, after one to two days of filling the form, I got the approval paper from PTA. Once you get this approval paper, submit it to your local post office.
5- Your phone will arrive at your home within a few days of submission of the approval paper.
6- Now comes the custom part, once the phone arrives your home, you will have to pay the customs charges on it, from what I have observed, there is a base 1500 charge for any phone with Wi-Fi, after that according to the price, they add the custom, on a 180$ phone, I paid about 3000pkr total . On a 340$ phone, I paid about 4500 tax in total. On a 110$ phone, I paid about 2500. On a small 7in tablet, I paid less than the phones, don't remember the exact amount.
