Guidance for a Very Budget PC

Hi, so my cousin wants to make a PC but has a very limited budget of 25k.
I know you cant get much in this range but I would still like to ask for the best bang for bucks PC you can get in this range. Its ok if the parts are second hand as long as you can recommend a reputed seller in Islamabad / Rawalpindi.

Usage
Internet Surfing, Youtube, MS Office, and a little gaming + simple video editing (yah I know I am asking for a lot here)

Any recommendations ? He called some shop owner that said he could get him a PC with a 2nd Gen i7 and some used 2GB GPU in that range (he did not specify which GPU but just told him its 2GB). Now that sounds shady . I am about the call the guy and get the details. But I would much rather do the part buying myself from help of you awesome folks.

So I just talked to the shop keeper.
He is saying i5 3rd Gen, 4 GB Ram 500 Gb HHD will cost 15k
Then a second hand 750 will cost 11k
while a new 730 will cost 8 k.

These are the specs he has quoted.

Well the package is good enough though he is asking a bit too much. You definitely need a gtx 750 minimum for gaming needs, though he's asking way too much for a simple 750. A gtx 750 should not be more than 8k. Try to haggle the price for the system to 13k. You could buy the gpu from here. Somebody was selling gtx 760 for 10k & that gpu is way too powerfull. For gaming you must have an 8gb ram nowadays

Thanks for the response. And yes the ram is quite low but I guess it can be upgraded a month or two down the road. Will try to get him to increase the ram in the same price.

I'm selling my 2nd gen i5 complete gaming PC. You can have a look at it. Has a 2gb strong card as well which is of course better and cheaper than the 750. Also has a 600w psu and gaming casing as well. It has 4gb ram but you can always get a used ddr3 ram for yourself.

Also the 15k price is for complete system or just processor, ram and hdd?

If I was him; I'd go with a Dell Optiplex 990 MT, a 3rd Gen. Core i5 CPU, 8GB DDR3 RAM (Upto 1333Mhz is supported), and lastly; 1TB HDD. Shouldn't cost more than ~13k. Upto 17k with a 128GB SSD.

Now, you still have 8k-12k left.

For 'little' gaming, I think a GT1030 2GB is more than sufficient. You can get a used one for ~7k easily and its performance is just a bit worse than a 750 Vanilla and it requires only 35W so 990's stock 265W PSU shouldn't be a problem.

Alternatively; if you want even better performance then get a 450W PSU and a GTX750ti 2GB. You can get them for cheap on AliExpress (~8k for a Gigabyte Windforce Dual-Fan, factory over-clocked). 990 has plenty of room for full-sized GPUs so no worries there.
