full load temp of 75 is not bad in this hot weather,
however idle temp 70 is alarming, check the temp with more softwares like real temp, msi afterburner, evga precision, and report back ..........

when driver is not insalled, gpu,s dont give exact temp information..........

The 465 is a old and hot card,no reason to buy it at this time, clean the gpu fan by a blower, and keep it well ventilated, not much u can do about the idle cause its already
hot in the environment.

70C idle is wayyyy too hot
At best it should be 55 to 60c.
OP is the air flow in your case adequate ?
Try cleaning the fan using a blower, if your temps are still high, you may need to re-apply the thermal paste.

I cleaned the heatsink I had some cooler master Ice Fusion thermal paste so I applied it then cleaned the fan and put everything together but temperature rose to 80 c on idle !!!!!!
I have a Cooler master Elite 430 case and on the side panel I have installed a fan which blows air to the graphics card

^Buwhaha i call that a Fail :p
you must have done something wrong, either the heatsink is not touching the core properly or something.
And try raising the fan speed manually maybe it'll help.

So I reseated the heatsink and checked the task manager as my processor was also heating up so I checked it and found out that my processor was working at 50% even though it was at idle state and so was the graphic card I checked the graphic card performance usage by EVGA Precision and Gpu z so I went to the processes section in the windows task manager and one operation named svchost was taking 50% usage from processor so when I ended the process I saw that my cpu usage meter went to 0% and then the temperature of both cpu and Gpu went down to normal the cpu showed 52 c at core 1 and 48c at core 2 and the gpu showed 48c which is normal and while playing games it shows 57 c.And whenever I restart the cpu it shows the same problem occur so I end the process again. Can someone tell me is this some sort of virus or anything else and how to end it for good???????

What you refer as 'svchost' is sort of a service which runs at startup. Run 'msconfig' and go to 'services' tab and disable services you don't require.
