I had a similiar issue where my payment wouldnt work on aliexpress, try to delete your card and remake it.
It worked for me that way, might work the same for you too! - PS, make sure your on PK googleplay, with pricing in PKR.

Yes I have PK Google play store with pricing in PKR.

Deleting cards has no effect on your Easypaisa account balance.
Make a new one, add it to your account and buy the app.
yes, your money is safe.
Card is just a gateway linked to your account.
Its the most safest way to protect your account in case u lose info as well
Just delete it and make a new one.
It could be nessescery since it doesnt work everywhere.
Like I told you my issue, it didnt accept on AliExpress, deleting and making another did the trick.
Also, yes. Me and a few others out of PG have successfully used it on Gplay and AppStore.
