Since you deem the aggregate review score of 82 a "fine" one for a "next gen only expansion with holy sh*t moments", logic says anything equal or above that would be "fine" (or better - whichever word you wanna choose to describe it) for you as well. If it isn't, then that exposes your own double standards. What you personally think about any game in question here, is irrelevant.
"next-gen only expansion with holy sh*t moments" was a statement specific to technology making room for new gameplay opportunities. Said opportunities were not meaningfuly realized by the expansion, however
