I think Redmi 5 is an overkill for his purposes. Furthermore, that's the budget he has set for himself. Its a pretty rigid one, afaiu.
As for the camera being decent, I think anything around 5 MP would be good. He isn't into photography and says he just needs to "capture some moments here and there."
The only reason I suggested it, is because whatever you find that's available for 10k, will be 'underkill'. It would be such an awful experience to use a 10k smartphone that he'd just hate the idea of it all. Heck, I went and bought a Galaxy Grand Prime for my grandmother thinking it would be okay, but eventually she started using WhatsApp, Careem and Facebook, and that phone just couldn't keep up. It was painfully slow, and she started hating the idea of smartphones because of that because she thought it was either pay 10k and get shit, or pay 80k and get something like a Galaxy S8.
So after months of convincing, I got her to get herself a Huawei P10 Lite, a decent mid-ranger at the time. She uses it every day to keep in touch with her friends / relatives who are abroad, uses Careem whenever necessary and the camera while not fantastic, is usable, and good enough for well-lit shots.
Point being, if the budget is rigid, then just give him a heads-up that the experience won't be too enjoyable.
As for what phone to get, definitely get a Nokia 2.1. It's available with official warranty from Advance Telecom, and it's just the bare minimum. Has an SD400, HD display, LTE support and a huge 4000 mAh battery so it'll probably last him like 3 days on a single charge. It's for 14k, but in the local market, you can probably get shopkeepers to give it to you for somewhere closer to wholesale price, maybe around 12k. Since it only has 1GB of RAM, I'd suggest loading the 'Lite' or 'Android Go' optimized versions of apps on it.
