A technical explanation can be asked for, from the technical staff. But here is what i think:
The problem is that it hampers the bandwidth for many users. A heavy weight Signature (or animated one) will obviously require more bandwidth to get drawn, which may kill the 'browsing experience' for some.
This is probably why Animated Signatures are not allowed. However, Avatars can be used (given its dimensions are 100x100 pixels and weight less than 70KB )
Also, FYI, to be able to reply to my "Visitor Messages", you will have to come to MY profile and leave a message there. Thats how Visitor Messages work.
