You can OC on your chinese PSU as well, if not much then mild OC will do nice. Dont worry, it wont harm your PC in anyway, but its not recommended. If its stock clock is 2.6 then increase them to 3.0. In this way you are not stressing the PSU much.

Mark 4 Ghz ... Some people try every chip with the goal to achieve 4Ghz (they use Good Mobo's, CPU Coolers in one word .. EXTREME PC's for test configuration). Now... Some chips achieve 3.9, some dont go above 3.8, but some OC easily till 4Ghz without much increase in Vcore.
And why are YOU Fearing anyway? I mean, You have a Low End mild Overclockable motherboard, you can't touch 4Ghz on your current motherboard, thats because you dont have any Vcore Adjustment in P5KPL-CM.
All you have to do is just to increase the FSB thats all. If its 200 at the moment, increase it to 250 for a start as 250 x 13 = 3250Mhz (3.25Ghz)
Just give it a try ... You will realize by yourself what you can achieve.
