I am a bit old-school. Would appreciate if you could give me a step-by-step of what you suggested above, plus a brief explanation for me to understand. Thanks :)
First, Let's talk about my suggestion.

You first need to check which public IP you have before doing any tests to see which IP pool did you get the IP from. For PTCL you'll usually get a public IP in the range of 35.50.XXX.XXX or 182.XXX.XXX.XXX. Since there has been a seemingly routing issue that is totally random and somewhat is related to which IP/IP pool you get.

After that, You should first check how "WELL" twitch works for you (Just start up any random stream) and then simply open up a command prompt and type in "tracert live.twitch.tv" after It's done just copy the whole tracert from cmd and paste it here. Also, mention the first half of your public IP so that we may know which IP pool you had when you did all of this. (Of course, Never reveal your whole public IP to anyone).

Now, Me explaining what I potentially think you wanted to know.

Sort tl;dr, Think of "routing" as a highway for internet traffic. You can't just take your car and enter India without anyone stopping you. Some form of permission has to be in place for you to go through that border. So, PTCL has to make these agreements happen which they might not be making it happen for every IP they provide their customers. Meaning some of you might get past that border while some of you will have to take detours.

Long version:
Let's discuss "routing" or "routes". Think of it as the road you'd have to take from your computer and the server. You'd have to go through multiple check posts and there will be no straight line that you follow. Just like the real world, These paths have to be made and you can't just go to another country without showing some identity or going through some process of agreement first. In the same way, Ptcl may have a submarine cable that lets it connect to multiple countries but, They still have to make deals with other ISP's in other countries so that the data they send to Europe Amsterdam for e.g is accepted on the other side of the undersea cable and is passed on to the correct destination. If ptcl say, Doesn't have an agreement with an ISP in Amsterdam that also happens to have direct access to the twitch servers over there or say doesn't have an agreement in place, It will have to take a lot of unnecessary detours to reach its location.

Now that you have that in your mind, The whole "Potential Issue" I was talking about is just that. Un-Optimized routing. The traffic (Data Packets we send and receive) has to take a lot of detours. And if it has to pass through a server that is overloaded or is having issues. The traffic that left our PC/Phone potentially won't even reach the server (Which is called Packet Loss).

Now, Hopefully, I explained that well... I'm not the best at explaining things.

its a software called twitch bandwidth test TwitchTest | r1ch.net . it basically shows upload bandwidth and ping towards twitch servers
can u see the image now ?
my ping seems fine for EU servers but i still cant watch streams
i have 20mb ADSL
this is my bandwidth test towards twitch servers

Dude u r checking that for live streaming purpose.. Here it shows your upload speed and you cannot stream on 1Mbps upload speed. This software tells you what server is best for you to upload too and not watchingg....dont misguide ppl for what you dont know bro.

EDIT : Can you pls tell me what did you put in stream key?

Thanks for going all the way into the trouble of writing all that. Really appreciate that. I understand what you wrote, you explained it very well :) By the way, I don't understand the point of this Twitch. I was just running a stream on it, some strange guys with awful voices. What is it ? A game streaming tv or what ? I always thought video games are for playing, not watching, at least they were when I was in school and college. Do they now watch games or what ? :D

Anyways, my public IP is 182.185.75.xxx.

And here are the results of the tracert to Twitch while there was a stream running in the background, but for some strange unknown reason, I couldn't get the picture on a couple of streams that I tried to play, only sound. Not sure why.

hmm, The route is the same as mine. You're also getting routed to the Miami server. (Edit: I just noticed the "Tracing route to live-sjc.twitch.tv [52.223.252.115]" at the top of your screenshot. Doing a traceroute to live.twitch.tv gives me the same output. although the traceroute stops responding at the Miami link same as if I traceroute the Miami server specifically... aaaand both San Jose and Miami servers output the same traceroute results.)
Oddly enough. After reading your reply I just went to twitch and played a stream and voila 720P 60fps works fine no problem. While on the same IP just a couple of hours ago twitch was having a hard time even loading the stream.

As you may realize how frustrating it can get figuring out where the issue is instead of having to rely on those slow ass PTCL folks. *sighs*

I'll check again tomorrow at peak times and after 12 AM.
My IP right now is 39.50.XXX.XXX

Regardless, Thank you for doing the traceroute.

P.S
Twitch is a website that lets you stream (Mainly developed for game streaming but sometimes other stuff.) I mostly only use it to watch Game Tournaments and from time to time watching some of my fav pro player's streaming.

Exactly. But what can we do about it, is the real question.

Just a quick question, are you a networking professional or something ? You seem to like this stuff a lot other than doing it just out of necessity :)

What are u talking about dude. i literally said it shows upload speed (not Download speed) and main purpose of the test was to get Ping test towards servers. i don't know why ppl get so aggressive without getting the full point.
and u can get the stream key by clicking the get key its your twitch account stream key..

That is not showing which server you are watching your stream bro. I am just telling you that this software wont help you in anyway if you want to know why your twitch streams are not working.

My pings are fine to EU servers too but, I'm getting routed to the Miami server for some reason.

Do a ping and traceroute to live.twitch.tv first. Then, You'll be able to more or less tell from the ping and the last IP/ResolverName which server you're getting routed to.
Additionally, you can manually ping/traceroute the specific twitch server you want by going to twitchstatus.com and scroll down to the ingest servers section.
Pick the server you want to ping/traceroute.

Now for my own tests. First, The TwitchTest Tool.

https://i.imgur.com/PvXAuEm.png

Here are my traceroutes to live.twitch.tv (Gives me the Miami server), live-mia.twitch.tv (Miami Server),live-ber.twitch.tv (Berlin, Germeny Serve and live-ams.twitch.tv (Amsterdam Server).
I picked the Berlin and Amsterdam servers for my other two traceroutes besides the Miami one which I was currently getting routed to seemingly were the ones which gave me the best pings (As can be seen above in the TwitchTest Tool).

:live-twitch.tv:
The server I'm getting routed to by default it seems.

The EU amsterdam server as it gave me ~200ms ping which is the lowest I can get on PTCl (Singapore routes are F'd up otherwise they would've been the most optimal servers to connect to.)

Now, If you see the traceroutes to Amsterdam and Berlin servers... you can see there seems to be some packet loss starting at *khi77.pie.net.pk* and following it 2-3 servers are unreachable (Do not confuse this with the "No response from host" servers as this is simply to be expected since twitch won't allow you to ping or see their internet servers. As said in the guide on their help site on how to traceroute their servers "https://help.twitch.tv/customer/portal/articles/1293950-how-to-perform-a-traceroute-to-twitch").

Well, That's all from me for today. I'll be sure to follow up on this tomorrow after maybe some of you post your own traceroutes.
i am getting the same miami route too on 39.53.xx.xxx . i guess we need @murtaza12 to do the tracert since his streams are working fine.

Why can't these bimbo's sitting at PTCL broadband NOC get routing optimized like tw1 despite having so many resources? Why is transworld so ahead of them considering they have so much less bandwidth as compared to ptcl.
Coz thts PTCL and they just think internet is for browsing etc, gaming is no concept in PTCL

Somehow, someone turned on Line Coding (Trellis) on my Upstream.
I sent them a threatening email asking them to discontinue DSL services on my line.

My line stats have been going down every day. Used to have 17000+ attainable, and an SNR of 135 or above. Now its 64.

Nayatel is available now in my area. Currently I am using ptcl 10mb on copper line. Vdsl is not available at my exchange. Should I go for nayatel considering pings are mostly poor on ptcl. Will they be better on nayatel. I play cod and fifa online on ps4. How do I check pings for these two games. Although nayatel packages are limited but I don't have any other option.

Email pey kuch nahi hoga asim, trust me. You will have to visit your exchange personally to get things done. By the way, its turned on, on my line too. Both downstream and upstream. What does it do?

You reap what you sow. This is what happens when you take away choice from consumers. Even with 88% split going to developers, they can't recoup costs. Meanwhile, Helldivers 2 is a massive hit for Sony thanks in big part to Steam.
