Ports were forwarded properly. upnp was enabled as well. Checked via bittorrent also. No issue in other games.This happens mostly because:
-Ports not forwarded correctly.
-Antivirus blocking PB Services.
-Another software conflicting with PB.
-In the end if everything is right then probably your ISP can't see you playing BF3.
Checked with temporarily disable antivirus as well as firewall. Same issue.

I manually forwarded all the ports listed in the link below, disable firewall temporarily. Issue was still not fixed.This could be the issue with Portt forwarding and FIREWALL/ANTIVIRUS
The only fix that I found today is to run the DSL modem in bridging mode and make a PPoE dialer in network & sharing center.
Few months ago I had Huawei HG510 DSL modem now I am using Tenda WiFi Modem that was supplied by PTCL. Could be some compatibility issue/built-in ping&packet flood protection mechanism in DSL modem.
